The auto schedule can't generate a schedule for uneven leagues. Go on the OOTP forums, look in the schedule area and look for
Sandman schedules for 2007. He has a set of them for a variety of scenarios and one of them includes a 162-game schedule for two 15-team subleagues. (divisional alignment, etc.)
