A little research suggests that, at least in New Mexico's case, it's because the hardware is essentially free to them through the feds
1033 program. NM agencies particularly liked the mine-resistant MRAP armored vehicles with nearly two dozen agencies acquiring them over the past few years (and at least one -- Albuquerque -- recently declaring theirs as surplus to requirements themselves).
