Yes, basically.
Think of it as create-a-player in your favorite video game. You PM me with as much or as little detail and then I go to town. Stats are easy because OOTP will build a player around those. Defense and speed, you indicate as well or at least the guys have so far. (He's speedy or strong defense to make up for his lack of pop, etc.) or they just send me a stat line.
