We know we can change save files in the game using a hex editor, but is it possible that an APF editor can be made ala NFL2K5 editor? I know NFL2K5 is XBOX while APF is 360...unsure what kind of limitations that will have on things.

I think it's very possible. Finn did one for Backbreaker and it made that game more interesting. As far as I know, an editor takes the file and essentially acts like a dumbed down hex editor so that things are easier to see and manipulate. Instead of putting in a hex code for an ability, hypothetically all you would have to do is select the ability from a drop down box and the editor would make the adjustments to the file for you. Somebody correct me if I'm wrong.
