Unless I'm mistaken, it uses whichever roster you choose at the start.

If you're starting a new RTTS then it uses whatever roster you chose, be it your current roster, the default roster or one you have saved. However it won't update the roster during an ongoing RTTS campaign and if you import an RTTS from 18 it will carry over the roster from 18 into 19

Current Roster is the roster that you currently have loaded (whether that be a downloaded roster or customized).

Default Roster is the default roster that the game comes with. Unsure if this gets replaced with each live update.
