Adjusting the difficulty

I am having a problem where I am trying to max out the course difficulties (green hardness, rough length, and especially wind) at "expert." I save these at expert but when I go to play, there is no wind. So I go back and look at the settings and everything is reset to whatever the default is. How can I make these changes? Thanks.

Xbox version, btw.
