How does CPU AI allocate XP progression?

This came to mind since I found out that you can't use 32 team control and no player editing in CC before or during.

I know you can choose to progress weekly, every four weeks or at the end of the season. As the user you can select how to spend that xp and on who.

My question is how does the CPU AI allocate the points?

For example;

The Browns all have QB's of equal or similar value (ratings wise). Does the CPU AI boost the starting QB, whoever that may be? or the younger draft pick? or all 3? Could S.Wallace start in week 4? How exactly does this AI run the xp show on it's own team? Anybody have a good understanding of the AI spending spree?

If we had not had the option of editing rosters both before and during a offline franchise, plus the control of 32 teams...well Im sure you all get the idea.

I don't want to see some random lineup/depth chart changes or funny cpu player progression (think the madden 12 UDFA major problem), so thats why im curious on this subject.

each player gains his own xp, i would guess that the cpu uses the players prefered system and player type as a blueprint for using the xp
