Madden 25: Create-A-Team?

No doesn't. I only see create player/coach/owner. And I like creating a cupcake team also building it up over time in essence making it an expansion team in the NFL.

Well at least it lets you relocate teams, so you could take one team, just get rid of any quality player on the roster, fill it up with FA scrubs and relocate them as soon as possible, probably the closest thing to Create-a-team you will get in M25.

I think technically you can get the same result for your particular pupose with madden ultimate team just restrict yourselves with current players.. it may take a while to get all the palyer cards but its doable.
