I am downloading this from PS Plus, I haven't played in years, but I'm wondering if it still has the mode where you can play 1 on 1 against the computer in a park/driveway/gym/etc?

Yes it's called Blacktop. Unfortunately, there is no diversity in locations so you're just stuck at this lifeless apartment complex basketball court.
