How do stop the refs whistle from sounding through the controller

The first time the very loud ref whistle cam blaring through my controller, I nearly peed my pants. It really startled me. I can't figure out how to make it stop, and just play through the TV. Anyone know how it's done?

Controller settings: controller speaker on/off.

In 2K in the Options/Settings where the volume sliders are, there's a controller sound toggle. Or you can turn it off in the PS4's own controller settings.
