Is there a way to make it use more timeouts, because most of the times when it needs to it dosent.

CPU is programmed to timeout mostly this reasons: to Sub in very tired players, if you go on a massive run the CPU rarely timeouts to cool you down. Plus the CPU takes advantage if you timeout to sub, so if you dont use timeouts as much the CPU will timeout more.
