I looked at this last year posted by a good guy from NBA Live forums. We've had discussions over the years regarding NBA Live's ratings and how they can factor into game play much better.
Well KingJames23 posted this link of the acatual dunks during the year by all NBA Players and then he came up with a formula that I thought was absolutely great.

This is the formula he used to adjust the Layup vs Dunk Frequency Ratings of all players

Now I might add I think the player vertical system in Live needs to be redone completly in order to stop the insane unrealistic leaping ability of most players. I don't think we can expect that to happen anytime soon unless it's manually edited but I felt like KingJames23 did a great job of making that aspect of the game as true to life as possible and it effected most of the players I observed after testing it out pretty damn good in Live 09.
