If you have played online you will notice that there will be a newbie or some other level next to your name. It is just a ranking marker judging what level you are at. Everyone starts at Newbie, after 11 wins or so you move up to Novice and so forth.
I don't believe it changes gameplay whatsoever. You can choose the game difficulty you want to play on. The ranked games are on a default setting, not sure which one.
I know fisquid was asking this earlier and wondering why everyone was playing on the Newbie level. You don't have a choice, you just move up with time. It's too help out veteran players select which games they play so you aren't playing new players all the time.
