In the Gameplay options what does the Points Limit setting do?

I think it has to do with the point system in franchise mode. Instead of money the players have points which are supposed to be equivalent to money. I am pretty sure that's what it's for. If you turn it off their is no salary cap and if you leave it on there's a salary cap. Or point cap if you like.
