Haven't been able to read the article since it's behind a paywall but from the snippets I've read, it's downright stupid he'd risk being England manager -- as well as having any managerial job -- for £400k.

Iceland scored in the 90th and 95th minute to beat Finland 3-2 at home. Everything they do makes you smile.

What's the rule there?

Is it at all like football where the keeper would have to have "control" of the ball, or is just his hands on top of the ball enough where you aren't allowed to touch it?

Keeper has to have control of the ball, which he did in this case

Very debatable as to whether he had full control. He barely has it trapped between his arm and hip for maybe a full second. Keepers are too protected most of the time. The kick wasn't dangerous, and the keeper barely knew where the ball was.
