I don't know either way, for I'm no specialist, but for what it's worth, here's a link to NBA Live covers throughout the games' entire existance. Yes, I acknowledge that it'd be possible some foreign covers are passed over, but it does seem rather thorough, with other years of foreign releases being acknowledged.
Again, I don't know anything about foreign releases of NBA Live, but there does seem to be a theme of official releases featuring that country's native on the cover (Yuta Tabuse for Japan in 2006).

Edit: Nevermind, maybe. I've been kind of curious how this whole thing works, but I do believe it'd be more than possible that Japan perhaps released their version late in the year (so as to throw MJ on the cover) and I see a share of covers might not be represented by my link. For one, I see that Luol Deng was on the cover of NBA Live '09 in Britain, though again, Deng is British. If a country were ever going to make an exemption for not having a native on the cover however, I'd suppose it'd be for Michael Jordan.
