I think the expectations for quick quarterback development really picked up steam with the re-working of the rookie wage scale about 10-15 years ago. Suddenly, teams were able to take chances on quarterbacks with a lot of "potential" and move on if the player didn't develop quickly.
Those huge rookie contracts almost forced the teams to stay committed a little bit longer to quarterbacks.
