FOF2004 sal cap ?

I am a little unsure how the sal cap range works (in the global settings). I saw where someone used 28 and 80 for the range. Could someone explain how this range works?

Every time the league signs a new TV contract, this setting determines how much the cap will go up every year. This amount stays the same for the length of the contract (usually five years).

28 to 80 means cap increases between $2,8 million and $8 million (multiply with $100.000).

So the computer randomly picks a figure from within the specified range? If you want it to be an exact amount, then you enter the same number in both fields?
