Roughing the Passer?

This is one of my big problems with the NFL this year. The refs are so quick to throw that flag for roughing the passer. The Rams' defensive player had his shoulder into Holcomb and his arms around him when Holcomb threw the pass. He continued and tackled Holcomb to the ground while his head was down because he was tackling him.

He couldn't have seen if Holcomb had thrown it or not. What is he supposed to do? Stop tackling Holcomb and let him go to check to see if he still has the ball? Give me a break.
