New Team Starting Cash?

Do new teams now start with $400k instead of the $300k I got when I started?

Reason I wondered is that while scoping the wire, I saw a $30k player with a $600k bid. Checking up, it was obvious cheating (same ip etc...), but the thing was the bidding team was only 2 days old. If you cannot bid to be lower than $200k still, that would mean he started with more, or I cannot subtract, or something.

The new team may have his players on the market. Any bids on them gives him more money he can the bid on other players.

Did you report them?
