two things
1.)No other country in the world has people trying to get in on a floating car. Something for all you folks who like to take potshots at America to think about. 2.) "Usually, Cubans caught at sea are repatriated, unless they can prove they have grounds for political asylum." They are trying to flee cuba. I think that makes a pretty strong case all on its own.
