No Trades in Late FA?

(FOF2k4 question -- figure I better point that out)

In our office league, we're in late FA and 2 of the owners want to execute a trade. Lo-and-behold, I can't do it.

Is it intentional that trades cannot occur during late FA, or an oversight not noticed because most people don't do trades during late FA? It's season 4 for us (3rd offseason) and no one has wanted to do one before.

I think it's just the way it is, I believe we just input the trades before training camp gets run.
