NEC (the NEC 3500a) makes a very nice budget dvd writer which when upgraded with firmware will do dual layer. Pioneer is in that same ballpark as well. I don't know who the "best" is though, sorry.

When I was looking, the stuff from LG Electronics kept showing up in good reviews. I bought one and it's been fast, quiet, and reliable. Very satisfied.
