Maybe it's my misconception of the word "worst", being associated with doing his something wrong. So if there's a tight regime without freedom of press, freedom of speech and the disappearance of political enemies, wouldn't that qualify as a good dictatorship?

And I still wonder why the Dutch royal family didn't make the list...
(There go my chances of ever getting royal decorations pinned on my chest.)
