OOTP Player Development Question

Alright, first off thanks to JBMagic for showing me skydog's league setup page on the OOTP forums. Now I have yet another question:

When do you see your young players improvement the most? Does it happen during the season? Or after spring training? Or when? My main reason is I had a bad team and started to get some good prospects in the draft, I also traded away some valuable pitching for some more prospects but have yet to see any of them move towards their talent ratings yet.

Most of the guys range from 17-20, but one of them is 23 and is only developed to 23-contact and 55-power. His potentials are 85 contact and 97 power. They have actually went up a little since when I drafted him as he showed more power this year in spring training, however he just isn't developing. I have coaches and scouts turned off. When should I give up on a guy? And when should I really start seeing these guys improve?

I don't think prospects (or anyone, really) have major ratings swings during the off-season. With the exception of minor bumps during spring training, the development seems to happen almost exclusively during the season.

Yes, player dev in ootp is completely made up, random and not based on reality.
