Coaches and Scouts

Did a quick search, but produced little results. Do coaches, coordinators and scouts' ratings develop over time like players' ratings do?

Yes they do. Coaches and scouts get better as they get older, then once they get even older (I have no idea what age), their skills start to decline.

Strangely, the better your team performs, the better the ratings your coaches get. At least it seems that way.

On a side note on this discussion. Why do some of the stats on the staff and coaches are printed in red?

I am sure that means something, I just can not see that in any of the help.

They are the relevant characteristics for the specific position he's holding.

E.g. for an offensive coordinator, only his QB, RB, WR, O-line and developing youth stats will count. All others do not matter at all. (I 'm only going off the top of my head here, so could be off by a couple but you should get the general idea)
