Stadium Proposal?

I have to submit a stadium proposal. My Stadium condition, and Parking condition are excellent, but the "Turf Condition" is average.

To upgrade will cost me $16million. Is there a general rule for how much the team should contribute? versus how much to ask the public for?

i am not sure if i should contribute $1m or $10m. where does the team contribution money come from? is it a loan that i will have to pay back? or is it based on revenue?

i have zero public support for projects, attendance is down.

any help would be appreciated.....

The most a team is allowed to contribute is half, so half is technically the least a city can be asked to contribute.

If support for public projects is that low, you are likely hosed though.
