Discount Software - Does this make any sense?

So, I'm looking for a web publishing tool as I'm still using FrontPage circa 1974. I do a Google search on "Dreamweaver" and see it's completely out of my price range. However, at the top of the Google page is a link to this site:

So, somehow they are able to discount software 80% (?!) by not providing you with documentation or a burned copy (which you can do yourself, if you want). However, here's the kicker - when I checked the terms of the sale, I found this:

"You cannot register the software with the manufacturer and updates are available not for all the products;"

The poor grammar notwithstanding, does this make any sense? Is this a paid pirating site? You can purchase Windows XP off the site for a huge discount - doesn't Microsoft automatically register you during the installation process? Am I not getting something, or is this a scam to the highest degree?

Okay, I just browsed the site and one thing that had me laughing out loud was their slogan 'One step ahead...' I mentally finished that with the phrase 'of the law'. Thats the feeling I got from the whole site. Probably located in Thailand or China, and I bet you won't get a license for a MS product that will validate online. I'd stay away if I were you.

Wow - maybe I'm just naiive, but I can't believe an "officially paid for" advertisement on Google would send you directly to a pirated software site.

Oh - and in their FAQ:

Why is the software so inexpensive?
We offer the software for downloading only, it means that you do not receive a fancy package, a printed manual and license that actually aggregate the largest part of the retail price.

If it sounds too good to be true...
