Releasing players

Hi everyone...I am from the DFL and I have a question regarding releasing players

When does a part of a players salary (not signing bonus) begin counting towards the cap when you release them?

Does it start in Preseason? Before Preseason? During the regular season?

This always confuses me since I have mostly played single player and always let the game release players for me.

After my draft signings I could be only 200,000 above or 200,000 below the cap so this issue would make the difference on if and when I sign someone
