Since the sim is focused on running many, many years, the initial player set just isn't all that big a concern to most people. Combined with the ability to have the game give you a randomly generated initial set of players, there isn't much reason for lots of league files. Solecismic ships his default based on an early snapshot, and then maybe someone tweaks it a bit for either late-discovered errors or in-season transactions, and there isn't much call to do much else.

Historical draft files are far more common.

Can't speak for everyone, but I always use a game-generated fictional roster set.

For my only serious career, I used the fictional 1970 roster file and have been using real draft files every year. It has made for a very fun career.

I'm noticing that the talent level of the league in general is a bit lower than what I was expecting, though this may just be a difference between FOF2k7 and FOF2k4.

For me, it's more fun starting fictional. When there's real players, I feel like I'm missing something overall in the record books. I'll end up thinking things like "Brett Favre retired with a LOT more than 24 TDs" or "Peyton Manning's 38 TD season in 2009 was good, but nothing compared to his 49 TD year" etc. A fictional league makes me imagine that it really is a brand new league that just started, and that the record books are genuine.
