Different ratings when starting a new game

I have a question about ratings changes when starting a new game.

Each time I start a game, my players have different ratings. I do not have Full-X factor on, so i'm thinking that they should have approximately similar ratings, only differing because of the scouts ratings. But I am seeing extremely varied results. Sometimes my player is a 75/90 and sometimes a 30/45. Is this supposed to be happening without Full-X on?

The X-Factor is always applied, and it is at its greatest variance for rookies. It is applied more strongly when "full" X-factor is on.

I think it would be better if their was a 3 way X-Factor choice Extreme(current full) basic (current off) and none, where they player ratings were exactly what you created in your roster file.

I for one don't like spending time on editing the spreadsheet to rate players the way I believe they are and then have the ratings changed randomly.

yes, I understand that the point is for the game to never start the same way and I can see where some people would like that, me personally I would prefer the game to start as "real" as possible to me. When good players become ordinary and vice versa at the start of the game it takes away from my enjoyment.
