Question How are rookies' developed percentage calculated?

I've always wondered where this calculation for rookies comes from. I'm currently looking at an unsigned FA whose scouted rating is 21/55. I would think that would mean he's somewhere around 38% developed, but instead his profile says he's only 8% developed. Not sure what to trust.

I think everyone is still working on that one. We know it definitely corresponds with the position experience chart, but that's about it. Maybe that is all it is.

Actually, I may have an idea after all. The FA I was looking at was a center. After training camp, his three static bars (endurance, blocking strength, and long snapping) made up almost all the red in his scouting report. When I took the percentage of his two dynamic bars (run blocking and pass blocking; the sum of the current estimates divided by the sum of the future estimates), I came up with 12% - closer to the 8% developed before training camp. I'll try to verify this in my next draft.

I think that's probably a sound assumption. Players have abilities that don't develop (big-play for receivers, PR strength for defensive players) and I think that doesn't count towards the development %. I think players might be considered to have a "base-level" in skills that do develop and that won't count towards development either. What you're seeing with the centre would seem to indicate that as well.
