I would say yes. I consider an RPG to be a game where you take control of a character that interacts with different elements of the world, improve your character's abilities through experience, and perhaps most importantly, play the key role in the development of a story.

FYI, I still consider Ocarina of Time my favorite game of all time.

It's a mixed genre game, it has action adventure elements and RPG elements.
