Need Some Help

A GM in my league is having problems opening up the game. Here's what he said is going on:

Gentlemen, I was hoping I could get some help. I have purchased 2007, loaded it on my computer, opened it, bid on a coach, sent in a couple of exports, and now I can't get it to open up for me. I keep getting the message, "the feature you are trying to use is on a network resource that is unavailable." I tried to re-install the game, but it says I already have it installed. I need help, the Rams are loaded with cap room and I still have not been able to see this years draft class.
