I've done a little playing around with moving a team, and I've seen that the vote has a random factor to it. When I've saved and reloaded and proposed the same stadium, the referendum has come back with different outcomes.
I know the outcome of the vote is reported after the draft, but when is the outcome of the vote determined? Does the game determine the referendum vote as soon as you propose it, or does it determine the vote after the amateur draft? In other words, if a player didn't want to leave it up to chance, when should he save the game? Does he need to play through the FA period and draft all over again if the referendum fails, or could he save the game during the final round of the draft, so he can reload from there if the referendum fails. The outcome of the vote takes place AFTER the draft is complete. And yes, you can rig it if you want to save it prior and then not save and if it's not the way you want it, you can reload your file and try it again.
That said it's highly unethical and Santa Claus might not bring you any toys this Christmas if you do it. But if you're willing to take that risk, have at it.
