Attempted Insurance Fraud, or, More Foibles From st.cronin's Place of Work

At least once a week, I have this conversation with somebody:

"My car was hit in your parking lot."

"Ok, well we have 100% camera coverage in that lot, I can pull up the footage and we can figure out who hit you."

"NO, I don't want to look at no camera footage. I want you to cut me a check, so we don't have to get insurance companies involved. You don't want your rates to go up, do you?"

"Um, you really think I'm going to write you a check without looking to see what happened?"

"Ok, never mind. Why do you have to be such a jerk?"

Is it technically insurance fraud if they're just trying to get the money from you?

I leave it up to the guy, and invariably they decline. I often go back and look at the footage, mostly out of curiosity, and 100% of the time its either nothing happened or the guy complaining was actually the one at fault.
