physics question

I have an object that can turn either left or right. attached to this object is another object.

What I am trying to figure out, is how to keep the object below the object that turns, to always point in one direction. So that if the obect turns, the one below it does not. This has to be acomplished without stablizing the device to any surface outside of the two objects. Also, both objects would be submerged in liquid.

the first question i would ask would be...are they floating in the liquid, or is the bottom object in contact with the bottom of the container in which they are submerged?

suspended in the liquid in a vertical configuration with the device on top turning and the device on bottom needing to be kept from turning.

Unless the connection between the two objects is completely frictionless (this is impossible, btw), this cannot be done. You can approximate it, of course, by making the connection as close to frictionless as possible.

This assumes that you're not doing a Bill Clinton and using a special definition of 'attached'.
