PT %

When setting playing time for the defense, does the PT% take into account situational substitutions? Meaning if my starting RDE is a decent all-around player, but I've got a guy who is a pretty adept pass rusher who I sub for nickel/dime packages and I set RDE #1 to 100% PT, will he get all of the snaps in the base D?
