Out of Position Player Regression?

Take a WLB with a 72 red bar in run stopping. He's light yellow developed. He's also light yellow developed at both ILB spots. So, he's similarly, though probably not exactly, developed at WLB and ILB, and he has a 72 run defense already.

Now he plays and he develops into dark red at WLB, but his ILB development stays bright yellow. His run defense has maxed out at 72.

The question is, by developing further at WLB, did he get worse at ILB because he's 72 at run stopping, but he's now dark red at WLB and only bright yellow at ILB - ie, is his performance out of position relative to his development at his natural position, or static?
