Why?

(1Q: 08:30) Marc Coleman kicked off 63 yards from the MBR30. Rusty Jackson returned the ball 19 yards to the WAS26. Tackled by Dusty Downs.
PENALTY: Myrtle Beach was called for Offsides on the Kickoff. The penalty was declined.

Why was the penalty declined there?

1-10-WAS33 (1Q: 02:53) Randy Locher ran inside the right guard for 9 yards. Tackled by S Nick Elliott. Key block delivered by O.J. Turner.
PENALTY: Myrtle Beach was called for Offsides.

Why wasn't the penalty declined there?

On the first one, I wonder what the average field position after a kickoff is. I would imagine the decision there is based on the resultant field position. Not sure a dice roll would need to be involved there.

For the second one, it seems to be pretty darn close to hard-coded that 1st and 5 > 2nd and anything.

Agreed with SD on the 2nd one.

First one is a bit of a question mark, starting at the 26 isn't horrible. I doubt the game figures on the skill of the returner. If I have hester or cribbs back there, yeah, it's a re-kick. With an average guy, you're looking at probably picking up at most 5-10 more yards, with a good chance of doing the same or slightly worse.

Yeah both of those make sense. I guess I was irritated because my KR does suck and my RB had a 9 yd run wiped out.

I have J.B. "Magic" Carpenter on my team. He's a promising 5th year pass rush specialist. Can't play the run worth a shit though.

The first one is an example of even a worse bug, so I wouldn't spend much time trying to figure it out. I had a game where my team fumbled the kickoff return at about their own 40. The other team was offsides on the kickoff, but my team actually declined the penalty. That's right, they declined it and let the other team keep the ball in scoring position.
