Can't be done unfortunately. You can't even do it if you're editing a roster file to import at the start of a new game.

I keep restarting my new Single player 2007 league and Tony Romo comes out everytime with low or very low intelligence and leadership.

Keep trying I guess (they're randomized). But for what it's worth, those attributes will not have nearly the impact that his bar ratings will have on any performance.
