70 prior to training camp is a house rule for most leagues, the game does not enforce it that I am aware of.

Well, two different answers to that, Greg:
SP: 70 is a hard cap. Can't go over it. Game enforces it. MP: The game sort of enforces the 70 limit. If you already have 70, you can't make an offer. However, there is a loophole" f you have 68 and offer 50 players and have the cap room, it's possible for all 50 to sign and push you to 118. But once you get over 70, you can't offer any more. (FWIW, I don't knwo that there's any limit to the number of players you can get on a roster in MP if you make enough offers in the same stage, especially if it's FA1:10, FA1:11, FA1:12, FA2:3, FA2:4, FA2:5, or training camp.

It's not just a house rule, it's a basically a speed warning signal 'please be careful, don't go over the limit, the engine might lose control' from the game developer.
