Allocation Draft Problem

Hello fellas, I am trying to set up a MP allocation draft league. I just completely re-installed the game. I am clicking on a new multi player league with complete draft selected. Once I get into the new game, I am trying to select all teams to be human controlled. Once I do this, I go to start the draft to make selections but it will not allow me to pick anyone manually, it only allows the CPU to make these picks. So I go back out and click on team control, and see they are all back on CPU ownership.

Any thoughts on what the issue is?
