Zebra's error?

Hi,
In a Eagles-Packers game today this occurred:
"4-7-GBY07 (4Q: 02:46) Donovan McNabb scrambled for 6 yards. Tackled by CB Darius Butler and assisted by S Charlie Peprah. The ball goes over on downs. PENALTY: Green Bay was called for Illegal Use of the Hands by the Defense.
1-7-GBY07 (4Q: 02:37) Donovan McNabb..."

The foul must have occurred during the play or the Eagles would have lost possession.
I think it should have been Eagles ball, 1st and 4 or, (if the foul was in the endzone), 1st and 1.
Am I missing something or did the officials make a mistake?
What do you think?

Jim has done such a terrific job emulating the NFL he even replicates mistakes by the referees.

Still, this was no Hochuli. Wait till you get that one in a game.

Ah! Of course, mistakes are magnified depending on the circumstances... I recently lost a Bowl game after the coach decided to attempt a long FG with a 2-point lead, the other team out of timeouts, and under a minute left. We missed it and all the other team had to do was move about 25 yards before making a FG FTW
