Is KR/PR tied into ST rating also.

I know return men have rating abilities for Kick Return and Punt return. BUT, is their Special Teams rating also tied to them.

IE: Say you have a return man rated at 50 KR, 50 PR, 0 ST, and your second return man is 0 KR, 0 PR, 100 ST. Would you say he would be just as effectiive?

I ask this, as I noticed that I had a return man who 98 ST, but much worse return ratings doing as well or better then my main return man, who had a worse rating in Special Teams, but whose kick / punt return ratings where head and shoulders above the other.

Any thoughts?

Define 'much worse', are we talking about 10 or so returns or a lot of seasons?
