Scouts impression (underrated/overrated)

So trying to figure out exactly what this means, and didn't hit on it in any of my searches.

To simplify what I'm saying, let's say there is an RB who initially has 50 hole recognition. I scout him, scout raises it to 70, and says "underrated". Does this mean the 50 is underrated, or the 70 is underrated (obviously it might not be just the one rating, but let's limit it to that).

I should leave this to those who know better than I do, but it all depends on how good your scout is to start with. His impression of whether he is overrated or underrated is based on his overall scouting position relative to the grade that other players received at his position.

A stud who is underrated, who has the combine to back it up, is likely a total stud, while an overrated player near the top will certainly drop in points.

The scout should narrow the expected range of ratings, but his impression doesn't apply to individual ratings. His hole recognition should be tied to his combine score. If it follows expect the rating to hold, otherwise there is a good chance that the scout is wrong.

No offense, and I appreciate the response, but I'm not sure how that applies to my question.....let me restate:

Player X is seen as a 50 overall
Scout Y is excellent at everything (irrelevant) is interviews X, and his new bars now represent 70 overall, and Y says X is underrated.

SO, should I now assume that X is better than 70, or does the underrated aspect apply to the 50 rating?

underrated refers to where he is in relation to his peers in the positional grouping, not his individual ratings, per se. The fact that you scout sees him that way, coupled with his increase in expected ratings tells me that he is probably pretty good.

To specifically answer your question, I would say it applies to the original 50 that the scout pool assigned, not the 70 that your individual scout sees him as.
