Years ago we had a running puzzle called the Enigma, which was passed from solver to solver by the solver getting the Enigma (username) password correct. No username and password this time around, but we do have a real life puzzle...

Hmm....I may need to take a look at this one. Not that I expect to solve it or anything...but I am stubborn enough to try it.

It's like one of those child support stings, they already know what it says but that doesn't help them. They figure the first person to come forward to claim they have decrypted it is the culprit (knowing that person will want to feel superior to the FBI and claim that he, or she, could do somethng that they couldn't).

To me it seems you have to decipher it twice. I can't read half of it.
WLD, NCBE is repeated a lot TFRNE is repeated at least twice Seems to be lots of R's, T's 2nd page there are repeats of rtse, trse and different combos of those letters. |

SE, BE, TE in there a lot together. Encrypted in pairs I thought but there are some 'words' with an odd number of letters.

Probably reading way too much into it but was that last page written from the bottom up? The smudging looks like a print a hand may make while writing which would mean the ink on the lower notes wasn't dry yet while writing the upper part of that note.
Dammit, now I just have to figure it out... |
