Only if you can find a statute that prohibits tricking people to come out of their house with a false promise. And even if there was, which I doubt, there's probably inherent police authority to do such things - certainly public policy would overwhelmingly support drawing people out of their houses to lawfully arrest them as opposed to utilizing warrants to break down peoples' doors. This is an organized version of this kind of plan but officers do it all the time. Whitey Bulger was lured out of his house by cops, as was that weird Rockefeller guy in MA - I'm sure there were lies/deceptions/promises involved in those cases too, as opposed to "hey, could you come out so we can arrest you now?"
