Fan Loyalty

Does anyone know how to increase fan loyalty within the game? I am playing as the Texans and ten years in we have won 3 rings and regularly been in the AFC championship game. I have auto-let the ticket prices get picked to make sure the stadium is always filled. I also have not tried building a new stadium yet. Despite all of this and no threats to move, I have been stuck at 92 fan loyalty for the entire game which is in like the bottom 8. Any info or thoughts on this would be appreciated.
