Probably because at mid, his passable scoring his completely useless. Also, he's only got poor stamina, so you're probably better to play a player like that where his impact on your midfield rating will be a little smaller and leave a real middie (passable or better playmaking but with solid or better stamina) in at inner mid... That would be how I'd see it...
